You might think that card was terrible, but you'd be wrong. Many blue decks would gladly play that card. The card:

is called Gitaxian probe, and it's actually so strong it's played in Modern, a much faster format than Standard.

Cards that replace themselves after use, such as Thought Scour or Gitaxian Probe, are called "cantrips." Because a cantrip usually has negligible cost and replaces itself, you can pretend it doesn't exist when you're building your deck. A 60-card deck with four gitaxian probes might as well be a 56-card deck with no gitaxian probes. Because blue decks tend to have a few critical pieces that need to be drawn consistently, having a 56-card deck is quite valuable.
